Public bug reported:

If postgres is not installed on the machine pgbouncer doesn't create the
/var/run/postgresql directory and fails to launch with the following
error message in the log:

WARNING Cannot listen on unix:/var/run/postgresql/.s.PGSQL.6432: bind(): No 
such file or directory
FATAL @src/main.c:541 in function write_pidfile(): 
/var/run/postgresql/pgbouncer.pid: No such file or directory [2]

My solution was to create the directory manually and assign it the
proper ownership:

sudo mkdir /var/run/postgresql
sudo chown -R postgres /var/run/postgresql
sudo chgrp -R postgres /var/run/postgresql

** Affects: pgbouncer (Ubuntu)
     Importance: Undecided
         Status: New
