An essential requirement for the kernel panic is a setup command
sent to the USR modem from the chat script:  "ATS13.0=1".
e.g.  in the file /etc/chatscripts/pap before the ATDT command.....
    ""       ATZ
   OK     ATS13.0=1
   OK     ATDT\T

The definition of S13 bit 0 is: Reset (modem) when DTR drops.

It is possible that pppd closes the dialup connection and starts
to close the USB device, but then the modem reset causes
an interrupt to be issued by the USB-to-Serial adapter while the
device driver is in an inconsistent state.

The work-around for the issue is to clear S13 bit 0 by sending...
  OK     ATS13.0=0
The ppp connection then closes cleanly and can be restarted.
