Public bug reported:

12.04 amd64 Race Condition

Every time i get the fsck progress indicator on the bootsplash,
everything is mounted ro. This results to /home, all later mounted
devices like windows partitions and usb drives. I have to reboot to
correct this behaviour.

Suggested idea: Upstart has to wait until fsck is ready and then go on.
OR the fsck will b e placed at shutdown, there it can run without
disturbance.
