I'm using English (default) and Russian layouts with toggle by "Caps" key. I've 
tried other toggle buttons (e.g., Ctrl+Shift) and I've checked xkb-data version 
2.5-1ubuntu1 (precise) and 2.5-1ubuntu1.3 (precise-proposed). Both are affected.
In spite of files below ~/.gconf/desktop/gnome/peripherals/keyboard/ are 
modified by gnome-control-center (looks like correctly) something prefer to use 
or overrides settings with /etc/default/keyboard.

P.S.: There are many posts about the problem in Russian internet-blogs
related to the Ubuntu with the proposed workaround to edit
/etc/default/keyboard. So I could propose that this is the common
problem.
