Well, if wpasupplicant were to inherit the low niceness from the
process, NM, which starts it then it might have had an interesting
effect.

But I just tried both the "nice" Upstart stanza and the "nice" command
in the "exec" Upstart stanza and was unable to change the niceness level
of NM as revealed by "ps -eo nice,cmd", so it doesn't seem to be easy to
play around with niceness of these processes to see if that has any
effect (which would be interesting to know --- not a solution to the
problem).
