I starting cups via sudo /usr/sbin/cupsd
and it looks like it started, because no errors.

After that:

apt-get download cups
sudo dpkg -i --force-confmiss cups_*.deb

I wrote in my previous post log of dpkg.

Now I move on its place cupsd.conf: "sudo mv cupsd.conf /etc/cups/"
and tryed again "sudo dpkg -i --force-confmiss cups_*.deb"

There's log:
