I noticed that the following conditions must be met for the problem to
occur:

1. The tab with the slow loading file must be selected (mentioned above)
2. The tab bar must be displayed (with default configuration, the tab bar will 
not be shown if there is only one tab)
3. The tab must be the first (leftmost) tab, although it sometimes also happens 
in other tabs. I can let the CPU usage go up and down by dragging the 
concerning tab to the left and back.

It doesn't seem to depend on add-ons or settings, I tested it after
renaming away my ~/.mozilla directory.
