I will comment on both, but neither issue is quite what I'm experiencing. I altered the opacity setting for the desktop cube, not the panel. When the cube is opaque, then panel stops blinking and windows can full-screen. If the cube is less than opaque, the panel blinks and windows cannot full-screen. Changing the panel's opacity had no effect.
