As David suggests, it can take several seconds for the application to
start, and in the meantime the User may have no clue that the
application is actually starting at all. The user needs an indication
that work is actually happening, so we need to continue this behavior
until a more appropriate action is suggested.

For this reason, I'm closing out this bug. However, I believe you're
right that this is possibly not the best behavior. The appropriate
action to take would be to discuss alternatives on the development
forums, and/or submit a specification for a new feature that can serve
the same purpose, without the possibility of sending an erroneous signal
to the user that they can't do anything.
