As David suggests, it can take several seconds for the application to start, and in the meantime the User may have no clue that the application is actually starting at all. The user needs an indication that work is actually happening, so we need to continue this behavior until a more appropriate action is suggested.
For this reason, I'm closing out this bug. However, I believe you're right that this is possibly not the best behavior.
