I believe you mean paste, rather than copy. Ctrl+insert is an idiom in
some applications for pasting the mouse-selected copy buffer.

This is a feature request, rather than a bug. It is also too general to
be meaningful: to get this worked on, you should submit separate bugs
against the specific applications that fail to behave as you desire.
Note, however, that feature requests in the bug reporting system are
very low-priority, and as development resources are always tight, it is
highly likely that it could take quite a while before someone picks it
up. It may be more productive to suggest the fix to the upstream
developers.
