Like I mentioned above, this is really no longer anything to do with the
original bug report; but here it is:

Please try to reproduce the issue (suspend/resume) with a LiveCD of the
current development release, Quantal Quetzal. I pushed a patch to
wpasupplicant there which should help specifically with drivers such as
wl where the first scan request always fails, which is likely the actual
problem here.

While testing, obviously don't apply the workarounds suggested here;
then report back with whether this solved the issue.
