It worked in 10.10 before but doesn't work after upgrade to 11.x.

I fount that it seems to assume the time in the parent control is UTC
(GMT) instead of your local time zone. For example, My time zone is
UTC-4, to limit internet access for 16:00, I need to use the UTC in the
same time, which is 20:00.

This should be a simple fix, any idea how long can it be fixed? I wonder
if nanny is still in maintain?
