Public bug reported: It seems Ubuntu (Kubuntu 12.04 here, KDE SC 4.9) uses a set of rather antiquated cursors. The oxygen-cursor-theme & oxygen-cursor-theme-extra packages are version 2010-05-10-kde4.4.3 while the current oxygen cursors according to Debian Sid are at least 2012-06-kde4.8.2
The K/ubuntu version of the oxygen cursors doesn't use different sizes but since KDE SC 4.8 it is possible to choose different cursor sizes if the theme contains different sizes. The current oxygen cursors are available in size 24 and 48, but not the Kubuntu ones. In Kubuntu the size chooser is greyed out whereas it works in Debian Sid with the current oxygen cursor package.
