I think I see the same problem on gutsy: at startup, network manager claims that the wired network is connected when it clearly isn’t.
I applied the patch <http://svn.gnome.org/viewcvs/NetworkManager?view=revision&revision=2578> from GNOME #354565 and rebuilt network-manager. Now behavior is slightly improved: network-manager doesn’t think the wired network is connected anymore.
