language-selector does not identify admins via sudo; like most desktop
services, it uses policykit instead, which is configured via
/etc/polkit-1/localauthorityconf.d.

On an Ubuntu system, the desktop administrator groups are defined in
</etc/polkit-1/localauthority.conf.d/51-ubuntu-admin.conf>.
