Public bug reported:

Binary package hint: gnome-power-manager

This behavior is kind of silly. If you are running a laptop on battery
and boot it and don't logon, then the powermanager will not run and this
will leave the laptop running until the battery is flat.

It should be better if it could run at boot, before the login session.

** Affects: gnome-power-manager (Ubuntu)
     Importance: Untriaged
