This appears to be happening because gnome-contacts does not talk to Ubuntu Online Accounts. In Quantal, Empathy (among others) uses ubuntu- online-accounts instead of gnome-online-accounts. Gnome Contacts should probably do the same. As it is, the software is broken in Ubuntu.
