I have serious doubts that this will change.  In no small part due to my
belief that weston has no ability to read a centralized config file (no
/etc/weston in which to specify an ubuntu wallpaper).

I believe weston is not intended to ever be used, directly, by many
people.  Instead it is expected that existing X11 window managers will
add wayland support, and people will continue using them instead
(compositing window managers (compiz, kwin) adding support for the
wayland protocol, and non-compositing window managers (awesome,
blackbox) either becoming weston plugins, or adding compositing, etc.).
