This is not a bug. There is an issue with my router. I'm using DD-WRT and it is set to client bridge which is performing ARP forwarding. The ARP packets coming from the SIP phone are padded (ethernet packet is 60 bytes) where as the ARP packets from the Ubuntu desktop are not padded (ethernet packet is 42 bytes).
