I have this problem too. The workaround from John didn't fix it. I have
Indicator Applet Complete 0.5.0 and Ubuntu 12.04 LTS.

I have selected Finnish regional settings in System Settings > Language
Support > Regional Formats. Finland uses 24 hour clock, and the clock in
that dialog windows is displayed correctly.

System Settings > Date and Time has "24-hour" selected correctly.

If a remove the indicator applet and add it using Winkey-Alt-Rightclick
> Add to Panel > Indicator Applet Complete, the time is still displayed
incorrectly. If I add the Clock applet, it displays the time
incorrectly, but I can change it from Rightclick > Preferences > 24 hour
format.

Locale commands says I have en_US.UTF-8 locale selected, but I don't
know what else I can do to change it, since I don't have root access.
