Public bug reported:

If the mouse cursor is placed over the right most item in the window list and
the name of the tooltip is relatively long, the tooltip flickers. To reproduce
open a few windows, let's say 5 terminals and as the last one thunderbird
displaying some mail. If you place the mouse cursor over the thunderbird entry
in the window list in the lower panel a tooltip should appear that starts to
flicker. Instead it should either be placed more to the left so that it fits on
screen or at least the flickering should be prevented (well, or both, whatever
causes this flickering...). This problem only exists on gutsy.

** Affects: gnome-panel (Ubuntu)
     Importance: Undecided
         Status: New
