Just to confirm this issue still exists. As @cmsj mentions, can confirm that the new terminal is given focus if the mouse happens to be hovering over where the new terminal is created.
I'd expect the current behaviour to be the correct behaviour. Consider the following: 1. split window 2. new terminal is highlighted regardless of where the mouse is positioned 3. you accidnently nudge the mouse whilst typing into the new terminal Should the mouse now pop out of the new terminal to a different one?
