Public bug reported:

On initial install of Xubuntu, when you right click the menu and click
edit menu you are editing the menu in /etc/xdg/xfce4/desktop/menu.xml -
When you right click "--include-- system" and click "edit" nothing
happens and you are unable to edit the system menu (where everything
pretty much is).

Also, if you right click the menu buttom and click properties and then
click ok and try to edit the menu again, you edit menu.xml in your home
directory (~/.config/xfce4/desktop/menu.xml). If you try to edit the
system menu now then you get a dialog with the title "Edit menu entry"
containing only buttons "ok" and "cancel". If you open
/etc/xdg/xfce4/desktop/menu.xml now and try to edit it, you get the same
"Edit menu entry" dialog.

This bug has been confirmed by talking to other Xubuntu users on
#xubuntu on irc.freenode.net

Note: Wasn't there an update recently for this that was suppose to fix
this and/or prevent a crasher?
