I am seeing this too. When update manager is auto-started when updates are avaiable (in a minimized stated) and I click on its launcher icon, its window is empty.
A easier workaround for me than closing and restarting update-manager is to just minimize it and then bringing it up again. Then its window content is shown properly. For me this seems to happen every time when there are updates avaiable.
