Please sync 0ad 0.0.11-1 (universe) from Debian sid (main)

NOTE: please sync also the 0ad-data package.

Explanation of the Ubuntu delta and why it can be dropped:
  * debian/control:
    - Further restrict the list of architectures to drop armhf and
      armel, since dependency libnvtt-dev isn't available on ARM.
  * Set Architecture: amd64 armel armhf i386 since this has CPU specific
    files that only compile there.

These changes are already included in the debian build (see the
changelog below).
