I'm reassinging this to network-manager. The issue here is not related to that upstream thread. Unfortunately, we don't have enough information to debug this. Please answer the following questions:
Is 'dnsmasq' (the package), installed? (check with "dpkg -l dnsmasq") If so, what is its configuration; in /etc/dnsmasq.conf and what files are in /etc/dnsmasq.d? Is there another dnsmasq process running at the time? What is the exact content of /etc/resolv.conf when resolution doesn't work? What files are present in /run/resolvconf/interface?
