Hi Dmitry. "NotShowIn" and "OnlyShowIn" are the only ways to configure
action appearance according to the desktop entry spec [1]. The messaging
menu still supports "TargetEnvironment", because it was written before
shortcut actions were specified. Please consider TargetEnvironment as
deprecated. I've removed it from the documentation and we will also
remove it from the source soon.
