Repro:
1. Set "Auto-hide launcher" at Settings -> Desktop
2. try to reveal it with configured action
Expected behavior: launcher is revealed
What happens instead: launcher is not revealed. Even launcher shadow
indicating it will pop up soon doesn't show up.
