Well, it just won't happen. I take care of this package for Debian, and I file Ubuntu syncrequest bugs when it becomes important to propagate changes from Debian to Ubuntu. I also pay attention to launchpad, and will answer Ubuntu bug reports and fix them "upstream" (in Debian) when it makes sense to do so. But I am NOT an Ubuntu developer, and I do not have the spare time to become one at the moment... So, either someone on the Ubuntu side will decide to bother and help with the Ubuntu end (such as building and testing packages on Ubuntu Quantal VMs to supply the information you require for freeze-exceptions), or Quantal will ship outdated intel-microcode and microcode.ctl packages.
