The bugs are both in Debian and Ubuntu. Even if they have not been reported in Ubuntu, an upgrade from the previous release of Ubuntu you will see the same problems of conffiles getting lost. Read the bug report mentioned in the changelog, Andreas Beckmann is doing piuparts upgrade tests. And since the last released versions of the TeX Live packages are the same in Debian and Ubuntu, you will suffer from the same problems.
