The log file attached to this bug report refrers to a conffile not a debconf prompt:
Configuration file `/etc/grub.d/05_debian_theme' ==> Modified (by you or by a script) since installation. I've tested the conffile handling in update-manager by installing an older version of ginn and then the latest version of ginn, 0.2.6-0ubuntu1, for which I have a modified configuration file.
