The new apt (0.9.7.5ubuntu4) did fix this issue for me immediately.

I did not use the workaround suggested.
Instead, I removed the "universe" from /etc/apt/sources.list first,
then updated apt and finally reintroduced the "universe" back to the 
sources.list.
