Results: using "options snd-hda-intel position_fix=1" in /etc/modprobe.d /alsa-base.conf didn't make the problem go away. Using position_fix=2 made the problem actively worse: the audio literally didn't do anything but skip. Using "load-module module-udev-detect tsched=0" in /etc/pulse/default.pa made flash videos unplayable (not just the audio, but the video would stutter as well). In short, none of those fixes solved my problem.
