Public bug reported:

This is the first time I'll report a bug. Right now I'm in the
classroom, and not to lose the possible error, I'll post here.

The error occurs when I create a file with the owner called 'teste' and
dumb (as root) the owner to 'root' with the chown and chmod 744, like
this:

-rwxr--r-- root teste 355 Oct 16 14:18 ls.txt

The problem (for me this is a problem, maybe not) is: if I change the
user 'teste' and edit the file in Vim with ':w!', I can replace the
file.

-rwxr--r-- teste teste 355 Oct 16 14:25 ls.txt (the owner is 'teste'
now)

This is a bug?
