Yes.  The top line says:
New  Open  Save 

there is no File so I can't select  which pages to print etc.  Mousing
over the top line which says Libre Office Writer and the words File Edit
... do not appear.

Now if I open up LibreOffice Writer from the launcher and mouse over the
top panel it says File Edit .....

However the first time on displaying Documents and selecting an odt to load 
LibreOffice Writer the top panel does not show File Edit ... when mousing over.
Hmm.  If I play around switching to different windows, finally the mouse over 
the top panel will result in File Edit .

This occurs withj RC installed on both a Compaq Presario tower and an
Acer Aspirel 5253.
