I ran into this problem while being subscribed to the stable PPA (I
noticed it's mentioned that the unstable one does not work). Had to set
the input mic to be above 0db as well:

It's be nice to have a patch to the stable PPA fixing this, because PA will 
randomly set the input mic to muted for you, without your permission or will.
