I'm experiencing a similar (or the same) bug.  I'm running a fresh
install of pure Xubuntu 12.10.  Suspend works perfectly on battery.
When I close the lid and disconnect AC power (either by pulling the
adapter or undocking), the laptop doesn't suspend.

When I open the lid again, I see the XScreenSaver lock screen.  I may
have had XFCE set to lock the screen when the lid is closed on AC; I'll
double-check.

Hardware:
  Dell D620, Intel core 2 duo
  NVS110M graphics card with proprietary NVIDIA driver
  Bluetooth with paired BT keyboard
  Wifi running
