I had no ~/.xinputrc actually.
Since im-config would automatically pick one installed IMF (in my case, IBus) 
if there is no manual configuration.
( It is documented in im-config(1) )

I guess you issued "im-config -n ibus" to explicitly select IBus.
I'd do automatic test on this configuration when I don't need to use my laptop.

I don't think configuration of im-config is the cause of your failure 
experience, though.
Can you show your "ls /etc/X11/Xsession.d/"
Since all the issue is related to the start sequence.
