I agree on your description, and that it's a bug, but I would not consider it to be a language-selector bug. Rather this problem is about many date/time displaying apps that simplify too much. In this case I think it's the indicator-datetime package that needs to be tweaked, so I changed the affected distro accordingly. While awaiting that somebody fixes the bug, I suggest that you open Language Support, click the Help button and go to the "Advanced format settings" section.
