I really must stress the importance of this issue.  Apport is rejecting
useful crash after useful crash simply because I have as few as one
package out of date.  Usually it's because the changelog is not yet
updated and I don't install newly available packages until I can read
the changelog.

Is this really the desired behavior?  I guess it will surely reduce the
number of bugs that get reported (as opposed to fixed).  So if reducing
the number of bugs reported is the goal, I guess this will do it.
