It seems that configuration fails to read files inside the /var/lib/maas/ephemeral/tgt.conf.d/ directory. I was looking around and seems it's a globbing problem of the python library. I updated config to include the exact *.conf files and with this change everything works. I installed the MAAS server from the quantal distribution.
