I'm stuck at building the kernel. In the building the kernel instructions (https://wiki.ubuntu.com/Kernel/BuildYourOwnKernel) both modifying the configuration and building the kernel require rules files in the debian subdirectory. However, if the directions (https://wiki.ubuntu.com/Kernel/KernelBisection#Start_the_bisection) are followed (http://ubuntuforums.org/showpost.php?p=12336240&postcount=14) then there is no debian subdirectory and thus the kernel won't build.
