This is important, because cycles is not just an optional enhancement.
It changes all the material properties in the model. In other words, the
content of blend files needs to be developed according to the renderer
(cycles or legacy) that will be used.

All new development, both of blender but also of scenes and models
developed by users, will be for cycles.  This makes a blender build
without cycles almost useless for any new work.

There is a ppa with weekly trunk builds, and this uses cycles, but for
those who want release-train code there is no "just works" option.
