Continuing with my comment 49, I'm not so sure there is an issue.
Downloading of offline messages can stop after awhile, then seems to
restart later, and this can appear to be redownloading unless I am
really paying attention. So I am not 100% confident that "All Mail" was
downloaded previously, for example. And now Connor's profile has decided
to download 2853 messages in "Important" which I don't think have been
downloaded before.

I should point out that my experiments do not include the patch for this
bug.

I think what I really need at the moment is a much more detailed
description of the problems that people are experiencing (except for
Erik's issues, I think we have those covered). For example:

1) Do you have a folder that was completedly downloaded previously, and
is then downloaded again? If so, what triggers the new download (restart
of program, selecting the folder, next day, if just random then how
frequently does this occur).

2) In the previous issues, there was evidence that a particular type of
email caused issues, and this email was repeatedly downloaded. So are
particular emails being repeatedly downloaded, or the entire folder?

The big issue here is, will the patch that Irving has proposed for
Erik's issues also fix other issues, or are there some additional
problems? I am particularly suspicious that there may be unrelated
issues still plaguing Gmail.
