Is say: 
" By default vsftpd is not configured to allow anonymous download. If you wish 
to enable anonymous download edit /etc/vsftpd.conf by changing:

anonymous_enable=Yes
"

I just installed this and it is configured to allow anonymous  connections, the 
default in /etc/vsftpd.conf is:
"# Allow anonymous FTP? (Beware - allowed by default if you comment this out).
anonymous_enable=YES
#"

I believe that allowing anonymous connections without realizing it is
not what anyone wants!
