I am marking this as confirmed, as package download script is generated as 
empty when no packages are selected for new install, and if there are some 
packages marked for new install, for me those ones appear in the download 
script (but only the ones selected for new install). 
One question though: You say "When I used the synaptic packet manager with 
11.04 - it worked and
created a file with all installed components (wget -c
http://de.archive.ubuntu.com...).", however the bug you have reported states 
that you are using 11.04 with synaptic 0.75.1ubuntu2 - which Ubuntu version are 
you using? If we could find out which version did work for you, I could revert 
to that version and find the change which broke this functionality. Could you 
please help me with this?
