I am reassigning this bug to the software-properties package, as that is the one containing the software-properties-gtk, which should open when the Software sources menu item is clicked. It works if software-properties-gtk is uninstalled because synaptic has it's own software sources dialog to use as fallback if software-properties-gtk is not available. However to be able to tell why doesn't software-properties-gtk start, could you please try and run it (software-properties-gtk) from the Terminal and let us know whether it starts up correctly, and if not, paste the messages from the terminal in this bug report.
