I don't understand how a confirmed bug can get expired for lack of activity these many times. This is a problem in multimonitor Xinerama setup, that appears when the the launchers are set to autohide. This happens in Unity-2D, not in Unity proper, we are forced to use Unity-2D, because it's not possible to use Unity proper with this setup.
When the launcher is not in autohide, the mouse scrolls fine, to the expected part of the screen.
