Most important is the SDK: Than comes the editor, provided as an extension for Eclipse. This editor extension depends on the SDK. It brings all of the dart standard libraries with it Get here an overview: http://www.dartlang.org/docs/dart-up-and-running/ch03.html It offers the following commandline tools (says the website): Dart-to-JavaScript compiler (dart2js) Dart VM (dart) Dart package manager (pub) Least but not last, there is also a Dartium webbrowser, a modified version of Chromium that supports dart.
