Jason, do you remember if you were able to reproduce this under emacs
-Q? I cannot reproduce it (the annoying popup) under emacs -Q, but I
*am* getting it if my .emacs contains either (partial-completion-mode)
or (require 'ido).

This is on Gutsy, x86, emacs-snapshot 20070529.

Tramp probably thinks that the "t" in "/t" is the beginning of the tramp
method "telnet". Under the configurations that cause the popup to
appear, file completion (e.g. in find-file) lists both "/telnet:" and
"/tmp/" as completions for "/t".
